Fitch affirms Zabrze

Fitch Ratings said it affirmed the Polish city of Zabrze's long-term foreign- and local-currency ratings at BBB- and its national long-term rating at A-(pol).

The outlook is stable.

The ratings are supported by expectations of the city's limited debt growth after 2010 and low debt servicing pressure, Fitch said.

The ratings are constrained by a weak operating performance in 2009 due to the economic slowdown and cuts in personal income tax rates, the agency said.

The ratings also take into account the city's growing contingent liabilities, Fitch added.
