Barclays Bank Delaware plans 0.25% four-year CDs tied to Russell 2000

Chicago, Feb. 7 - Barclays Bank Delaware plans to price 0.25% certificates of deposit due Feb. 28, 2018 linked to the Russell 2000 index, according to a term sheet.

The payout at maturity will be par plus the sum of the quarterly returns, up to a local cap of 3% to 3.5%. The exact cap will be set at pricing.

If the index falls, the payout will be par.

Barclays is the agent. Incapital LLC is the distributor.

The CDs on Feb. 24 and settle on Feb. 28.

The Cusip number is 06740AL64.
