Muni issuers may post primary-market documents to EMMA starting May 23

Chicago, March 23 - The Municipal Securities Rulemaking Board said that changes to its Electronic Municipal Market Access system will permit issuers to voluntarily submit primary-market documents, effective May 23.

Issuers may send preliminary official statements and other related pre-sale documents, official statements and advance refunding documents as well as information relating to the preparation and submission of audited financial statements or annual financial information and hyperlinks to other disclosure information available from the issuer's website.

Before the effective date, the MSRB said it will announce the availability of educational webinars and instructional materials concerning the additional voluntary submissions.

As previously announced, the changes were approved on May 26, 2010.

MSRB said that primary-market documents by issuers and their designated agents will be accepted if they are submitted with information necessary to identify accurately the document category, the issues or specific securities of the document and the specific securities being refunded in the case of an advance refunding document.
