S&P gives positive outlook to Modesto, Calif., bonds

Standard & Poor's said it revised its outlook to positive and affirmed the A+ rating on the City of Modesto, Calif.'s water revenue bonds.

In addition, S&P said it assigned an A+ rating to the city's $50 million of 2008 series A certificates of participation.
