Moody's appoints new directors for Taiwan, Asia Pacific

Seattle, Oct. 16 - Moody's Investors Service said it appointed Tony Tsai as its new representative director for Taiwan and his predecessor, Jerry Chien, has been named team managing director for Moody's financial institutions group in Asia Pacific.

Tsai is based in Taipei, where he will be primarily responsible for coordinating Moody's overall business activities in Taiwan and developing its franchise there.

He has worked for eight years in credit rating and analysis roles and has extensive experience in the banking and electronics industries, according to an agency release. He has held senior positions at Taiwanese and multi-national financial organizations, including Hon Hai Precision Industry Co Ltd., JP Morgan Chase, First Bank of Boston, Deutsche Bank and China Development Industrial Bank.

Tsai received a bachelor's degree in accounting from National Taiwan University and a master's degree in business administration from the University of Illinois.

Chien now works from Hong Kong, where he leads Moody's bank and insurance rating services throughout the region, including major markets such as Australia, China, Hong Kong, South Korea, Singapore and Taiwan, but excluding Japan.

He joined Moody's in 2002 as the representative director for Taiwan, and during his time in this position, the agency introduced its national scale ratings for Taiwan.

The agency said Chien has a strong history in finance and credit, having worked in senior roles in the banking and corporate sectors. He joined Moody's from Silicon Integrated Systems Corp., a listed Taiwanese company where he was director of finance, and has also worked for a number of international banks in Taiwan.

Chien received a bachelor's degree in economics and an executive master's degree of business administration from National Taiwan University.
